fullerton, interconn and sheraton do have small ballroom to cater about 10 tables. u may want to check with them on the availability.
Juz had my wedding at Regent Hotel. Nice ballroom with pillarless ballroo. The food is nice too
Do you know what is the minimum number of tables on weekends?
My fiancee and I are doing it at Marina Oriental. Their Garden Suite min table is 10. One of our choices was The Regent, which minimum was also 10 tables, but the co-ordinator is very flexible. If you only want 8 tables and is short of 2 tables, assuming each table is 1k, you can top up something worth 2k into the package, like deco, or dishes or alcohol.
Sheraton is very nice, but their per table is 12pax.

you can also consider Raffles Hotel. They have function rooms that are for smaller numbers. One of the room also gives you the chance to use the outside area for your reception and is rather pretty.
For Raffles Hotel, the East India room gives u chance for outside area for reception, but do not that room is strictly no chinese banquet. They do have rooms on the level 3 for tables 10 - 12.
